10 — Pets in emergencies (UK) — small dog focus
Scope: PDSA emergency pet bag & flood safety; Prepare pet food/water mentions; rest-centre realities.
Last researched: 27 Sep 2026 (Europe/London).
ESSENTIAL
PDSA emergency pet grab bag (dogs)
- Blanket / dog coat
- Food & water bowls (collapsible useful)
- 2–3 days food (rotate before expiry)
- Toy for familiarity
- Pet first-aid kit + PDSA first-aid leaflet
- Written details: your contacts, vet contacts, microchip, meds & feeding schedule
- Spare lead, poo bags; spare collar/ID tags
- Bottled water
- Meds (grab from safe storage if not pre-packed)
- Harness/carrier ready by exit
Flood / evacuate (PDSA + Prepare)
- Include pets in personal flood plan; move pets to safety early
- Photo of you with pet (ownership proof — common council guidance theme)
- Council rest centres may restrict pets indoors — pre-arrange friends/family/boarding alternatives
Heat / cold / cars
- Never leave pets in hot cars (Prepare)
- Winter: coat/blanket; paw care; don’t force long exposure in severe cold
- Extra water in heat; walk in cooler hours
Prepare cross-links
- Pet food in home emergency kit
- Extra water beyond human litres (Ch. 08)
USEFUL
- Vaccination records / copy of clinical summary on USB if vet provides
- Familiar bedding reduces stress in temporary housing
- Microchip database contact details kept up to date
- RSPCA/PDSA advice pages for species-specific issues
- Cumbria animal welfare emergency planning docs exist at former county level — confirm current Cumberland arrangements if needing official shelters
Cumbria notes
- Rural evacuation: transport crate/harness ready; fuelled car; know higher ground routes that aren’t flooded (Ch. 02).
- Power cuts: pets need water/food continuity; heating plan for vulnerable animals.

PDSA flood-specific detail (supplement)
Prepare / stay alert (PDSA flood safety):
- Check if property is at flood risk; sign up for EA warnings; watch Met Office + local news.
- Act early — floodwater rises rapidly.
Be prepared (PDSA):
- Microchip details up to date
- Emergency supplies: up to a week’s sealed food, fresh water, collapsible bowls, poo bags, bedding, lead, medication, proof of vaccinations (stronger than the 2–3 day grab-bag minimum)
- Escape route in flood plan; supplies in one place
- Carrier ready; desensitise pets to carrier; never leave unattended in carrier during flooding
- High-risk areas: consider pet life jackets (PDSA suggestion)
- Pet insurance current; vet contacts to hand
- Check home insurance for pet accommodation cover if displaced
- Waterproof bag: microchip paperwork, vet details, insurance, photo of pet
- Know local boarding/sitters in advance
Vaccination note: Floodwater can carry Leptospira — keep dog vaccinations (incl. leptospirosis where advised by vet) up to date (PDSA).
During flood:
- Bring outdoor pets inside; shut pets upstairs with food/water if water enters
- Separate species if needed
- Keep dogs away from floodwater (injury + contamination); keep cats indoors with litter tray
Evacuate:
- Prefer friends/family on higher ground with pets + supplies; collar + ID on dog
- Insurer temporary housing may ban pets → boarding plan B
- If cannot leave: upstairs with pets
- Last resort if ordered to leave pets: safe upstairs room, plenty food/water, notice on door/windows; then contact RSPCA / flood warden — RSPCA participates in Defra National Flood Response / animal rescue capability (PDSA)
