ESSENTIAL
Flood — EA timings & local reporting (from P02)
| Message |
Meaning |
Act |
| Flood Alert |
Flooding possible (often land/roads) |
Prepare: monitor, ready plan/kit, move livestock/kit if relevant |
| Flood Warning |
Flooding expected |
Act: people/pets/valuables up; utilities off if safe; follow instructions |
| Severe Flood Warning |
Danger to life |
Stay safe / evacuate when told; 999 if immediate danger |
- EA typically aims for Alerts 2–12 h ahead and Warnings 30 min–2 h ahead — do not wait for water at the threshold.
- Never walk/drive through floodwater; never touch electrics while standing in water.
- Do not enter the attic if trapped by rising water — highest safe occupied level, roof only if necessary, call 999.
- Cumberland: report internal property flooding via council form / LFRM@cumberland.gov.uk (not emergency). Highway flooding / blocked drains: 0300 373 3736. Main-river / pollution: EA 0800 80 70 60.
- After: return only when cleared; utilities off until checked; photos + waterline; call insurer before discarding; Flood Re Build Back Better up to £10,000 resilience (ask insurer — Ch.15).

Water quantities — 5 adults + small dog (from P05; Prepare bands)
Prepare/WHO: 2.5–3 L/person/day drinking minimum; ~10 L/person/day drinking + basic cooking + hygiene; plus pets.
| Level |
Daily (5 adults + ~0.75 L dog)* |
7 days |
14 days |
| Drinking-only floor |
~15.75 L |
~111 L |
~221 L |
| Practical potable (≈5 L/adult) |
~25.75 L |
~181 L |
~361 L |
| Comfortable (~10 L/adult) |
~50.75 L |
~356 L |
~711 L |
*Dog ~0.75 L/day is a planning example for a ~10 kg dry-fed dog — confirm with your vet; official Ch.08 uses a 0.5–1 L band.
361 L ≈ 361 kg — spread storage, protect from freeze/contamination. Prefer sealed commercial bottles; rotate.

Food energy planning aid (from P05 — not an official ration)
- Midpoint NHS-style adult energy ~2,250 kcal/day × 5 × days, then +10% contingency → ~86,625 kcal / 7 d or ~173,250 / 14 d.
- Keep ≥3 days / ~33,750 kcal as true no-cook (crackers, nut butter, nuts, bars, ring-pull fish/pulses, fruit).
- Eat fridge food first, then safe thawed freezer food, then cupboard. FSA (power cut, doors shut): fridge ~4 h; full freezer ~48 h; half-full ~24 h (estimates). If fridge ≥8°C, eat/discard refrigerated food within 4 h.
Flood aftercare: GOV.UK also uses a conservative freezer >24 h discard — see Ch.15.
- Never eat food touched by floodwater.

Power / Starlink / Anker C1000 (from P03; specs cross-check Ch.13)
- Report cuts via 105 (ENWL area). Leave one light on; unplug heat-producing and surge-sensitive kit.
- Original C1000 A1761 = 1,056 Wh, 1,800 W AC. Planning usable via AC ≈ 1056 × 0.85 ≈ 898 Wh. Gen 2 is a different ~1,024 Wh product — read the label.
- Starlink Mini: average 20–40 W (Ch.13); needs 100 W USB-PD at 20 V / 5 A with Starlink’s USB-C→barrel cable. <65 W PD will not work. Do not use C1000’s 30 W USB-C for Mini.
- Duty cycle (Mini + ~30 Wh/day phones, ~898 Wh usable AC):
| Online pattern |
Est. C1000 duration |
| Continuous |
~0.9–1.4 days |
| 8 h/day |
~2.6–3.9 days |
| 4–6 h/day |
~3.3–6.9 days |
Prefer 2–3 short online windows (≈4–8 h/day total), then shut dish + unused outputs. FM radio remains the independent fallback — Starlink cannot deliver cell-broadcast Emergency Alerts.

CO / generators (from P04/P05; reinforces Ch.11)
- Never run generator, charcoal BBQ, or camping stove in house, tent, cellar, or attached garage.
- Charcoal can emit CO for hours after flames look extinguished — cool outdoors, away from openings.
- Generators: outdoors, exhaust clear; practical spacing ≥6 m from doors/windows/vents; never back-feed a wall socket — only a competent changeover if hard-wired.
- UK home petrol storage: typically up to 30 L without PEA notification, proper containers, not in living rooms — confirm current local rules.
- Alarms to BS EN 50291; Gas emergency 0800 111 999.

Medical / pets label (from P04)
- No universal “MHRA emergency medicine list” — pharmacist reviews the household box.
- Core OTC themes: paracetamol, optional ibuprofen if suitable, antihistamine, ORS, adult loperamide if suitable, antacid, saline spray; optional hydrocortisone 1% per leaflet.
- Avoid multi-symptom cold/flu sachets as default (hidden paracetamol → overdose risk).
- Label box: HUMANS ONLY — NEVER GIVE TO DOGS. Human painkillers (esp. ibuprofen/naproxen) are toxic to pets — vet only.
- Lock, cool, dry; review March & September; return expired meds to pharmacy.

USEFUL
Grab bags & car (from P05; extends Ch.14)
- One manageable bag per adult + shared first-aid/radio/docs module + dog carrier/module (72 h food; ≥2 L water for small dog as planning floor; lead/harness; records; photo).
- Car: scraper, shovel, warm layers, hi-vis, jump leads/pack, paper map, charger, snacks, meds; torch/hi-vis reachable in cabin if boot jammed.
- Keep fuel ≥ ~½ tank ahead of winter storm forecasts (pumps need power).
- Fire: leave empty-handed — do not collect bags.
Flood clean-up ops (from P02/P05)
- PPE: boots, waterproof gloves, cover cuts, eye protection if splashing; wash hands with clean water/soap.
- Pump only when outside level is lower than inside water.
- Remove mud evenly both sides of a wall; no high-pressure washing of contaminated material.
- Wash contaminated textiles separately at 60°C where fabric allows; discard flood-touched food/meds/wooden utensils.
- Private wells/springs/septic: stop use; ask Cumberland environmental health / qualified inspector — clear-looking water is not proof of safety.
- Contaminated sandbags = potentially hazardous waste — ask council; sand is building waste, not household bin.
Document resilience (from P04; aligns Ch.12)
- Primary: waterproof offline document bag (contacts, meds list, ID/insurance copies, radio freqs, maps, recovery sheet).
- NCSC-style 3-2-1: three copies, two media, one offsite; plus one offline encrypted USB; test restore.
- Faraday pouch = optional RF attenuation for spare powered-off phone/USB — not a substitute for paper or flood/fire separation.
UU / ENWL micro-detail (from P03)
- UU: check Up My Street before calling 0345 672 3723; follow exact boil / do-not-use notices — do not invent your own.
- PSR / Extra Care: register before winter; UU may prioritise alternative water if outage likely >12 h.
- Emergency Alerts need a compatible phone on 4G/5G (not Wi-Fi-only / 2G-3G-only / powered off).
Illustrative outdoor-cook fuel only (IGNORE as owned gear)
If you already own outdoor-only kit: weigh a canister on a practice meal day, ×7 or ×14, +≥30% winter margin. Do not buy generators/LPG heaters/log tonnage from Perplexity examples unless you independently decide — see MERGE-NOTES ignores.
